discouraged on the grounds that the

money could be well spent in the

Colonies concerned and that, if

one Colony started, others would

feel that they must follow suit.

He has decided, however, that it

would be a mistake to prohibit these

gifts, and that each case should be

considered on its merits in the light

and local circumstances both of the financial position of

the

Colony concerned, and of any

political controversies that

might be aroused by a refusal to

allow such a gift. to be made,

I have been asked to

arrange for all Departments to know

of the Secretary of State's decision

on this question.
